- Almost 200 nonprofit groups, condominium complexes and churches will be required to pay for waste collection in Honolulu. Pickup for these entities had been a free service.
- The United Public Workers union has filed a lawsuit against Honolulu, in an effort to prevent the change from being implemented. Charges will go into effect on February 1.
- The union alleges that the transition violates a Hawaii Supreme Court ruling by essentially privatizing the service.

Honolulu City Council said that the changes were necessary due to budget constraints. The city will no longer fund front-loading trucks, used to empty commercial dumpsters. The changes to trash pick-up will remain in effect unless a judge sides with the United Public Workers lawsuit.
